Camarones Al a diabla at Fiesta Mexicana on South Hill. Speaking from the experience of a 6 year San Diego Navy Veteran, this is some of the best Mexican food I've ever had. The portion sizes are massive so be prepared to take some home. The prickly pear margarita was also a massive hit.
